When a series of apparently minor thefts plagues a university hostelry run by Miss Lemon's sister, Poirot is recruited to investigate. Celia Austin, a pharmacological major, confesses that she is a kleptomaniac and responsible for most of the thefts but denies stealing several objects including a stethoscope, light bulbs, and a student rucksack. Furthermore, she claims to know the other thief and vows to help return the missing items. Unfortunately someone substitutes an overdose of morphine for one of her sleeping powders, and she takes the identity of the thief to the grave. Japp connects the murderer's m.o. with a cold case he had investigated ten years earlier, but the prime suspect in that crime, a powerful statesman, now lies dying in a local hospital. Humphrey is convinced Frank Henderson's supposed suicide was really murder but is puzzled that his door was locked from the inside whilst back in Ste Marie the commander and J.P. learn Tom Lewis was smuggling more that rum and a memory card reveals young Steve Thomas to be Lewis's son. To Humphrey Steve is now the prime suspect but the other two partners had an interest in stopping Frank from signing a lucrative deal. However, whilst Humphrey eliminates Steve from Frank's murder he finds a further family connection in the case. Ministers and aides from all parties are summoned to give evidence at the Goolding Inquiry into the events involving and following Tickel's suicide. First witness is Pearson, whose obscure jargonese strikes the panel as being at odds with his role as an information giver, whilst Tucker is reprimanded for trying to score political points. It soon becomes apparent that opposing sides are using the inquiry to discredit each other whilst those who sent the emails do a good job of discrediting themselves. Mannion struggles, as does Nicola (even though she called for the inquiry) and the most honest witness is aide Robyn, who inadvertently blows the whistle on everybody else's back-biting. Hugh takes a dislike to educational advisor Roy Smedley over special schools and uses Terri's computer to send Glenn an email calling him a four letter word.
